India, Israel and Multipolar Order

Israeli foreign minister, Eli Cohen, will be visiting India very soon. In addition to discussions with his Indian counterpart, Eli Cohen may interact with Prime Minister Narendra Modi.

The foreign minister’s visit is happening in a fast-changing regional/global geopolitical context. With Chinese mediation, Iran and Saudi Arabia have recently agreed to restore diplomatic ties. Further, China has offered to facilitate conversations between Israel and Palestine. Even though Israel is geographically distant from China, Tel Aviv’s security strategy must factor in Beijing’s diplomacy. Many observers in India will be interested in hearing the Israeli perspective on the Chinese proactive diplomatic engagement in the Middle East.

Of course, India-Israeli cooperation should not be viewed only through the lens of a third country, as both countries share a robust bilateral relationship. According to government sources, in 1992, the bilateral merchandise trade was around $200 million, which increased to $7.86 billion in 2021-2022. Delhi and Tel Aviv are working towards operationalising a Free Trade Agreement (FTA). Both countries are also collaborating on agriculture and water technology projects. As of December 2022, Israel’s investment in India amounted to USD 281.22 million.

A conglomerate, comprising of Indian and Israeli companies, has acquired Haifa Port Company (HPC). Additionally, tech and pharma companies from India are also increasing their presence in Israel. On May 05, India and Israel signed an MOU on Industrial Research and Development Cooperation. India is one of the favoured tourist destinations for many young Israelis. The fact that the visiting foreign minister will land first in Mumbai, with a business delegation comprising over two dozen companies, indicates that trade and economic relations will assume greater importance.

The defence trade is also an essential component in the bilateral relationship. According to SIPRI 2022 data, India accounts for approximately 37 per cent of Israel’s defence exports. Beyond statistics, India has procured high-tech equipment such as missile systems, radars, Unmanned Aerial Vehicles, etc. There is growing collaboration between Indian and Israeli companies. Israel Aerospace Industries (IAI) and Bharat Electronics Limited (BEL) have recently formed a joint venture to provide ‘life-cycle support’ for air defence systems. India firms such as Mahindra Defence and Cyient have collaborated with Israeli firms such as Aeronautics of Israel and Bluebird Aero Systems, respectively. Last year, both countries adopted the ‘India-Israel Vision on Defence Cooperation to strengthen defence cooperation architecture.’

India and Israel are also attempting to shape the regional order. The Abraham Accords have opened up new avenues of regional cooperation between India and Israel. The first leaders’ meeting of India, Israel, the United Arab Emirates, and the United States (I2U2), in July 2022, called for collaborative ‘initiatives in water, energy, transportation, space, health, and food security.’ In February this year, the I2U2 Business Forum was convened in Abu Dhabi, UAE, to discuss the possibilities for cooperation/collaboration between the companies of the four countries. The recent national security advisers (NSAs) meet of the I2U2 meeting is reportedly chalking out plans to scale up cooperation by undertaking ambitious connectivity projects between West Asia and South Asia.

India is hosting the G-20 this year. Therefore, Delhi will be able to incorporate the development agenda of the I2U2 into the G-20 framework. There were reports that former Israeli Prime Minister Naftali Bennett attempted to mediate in the Ukraine conflict. Therefore, it is possible that Indian and Israeli foreign ministers will have to exchange notes on the Ukraine conflict in the run-up to the G-20 summit.

It is important to note that Eli Cohen’s visit was preceded by the visits of Israel’s Minister of Economy, Nir Barkat, and the Speaker of Knesset, H.E. Mr Amir Ohana, which suggest that the bilateral relationship is moving into higher gear. The visit will also lay the ground for Israeli Prime Minister Benjamin Netanyahu’s visit to India later this year.

While there is no doubt that the leadership in both countries nurtured the bilateral relationship, it should be acknowledged that changing structure of international politics also had a role to play. The India-Israel partnership overcame the diplomatic hesitations that characterised the bilateral relationship during the Cold War. International politics today is characterised by fluidity and unpredictability due to increased multipolarity. It is in the interest of India and Israel that they inject more dynamism into the relationship to respond to growing instability at regional and global levels. The middle powers and aspiring leading powers, with shared democratic visions, will have to collaborate with greater intensity to shape the international order.
