Concept Note
The China-Pakistan Economic Corridor (CPEC) was formally launched in 2015 during Chinese President Xi Jinping’s visit to Pakistan. The stated objective of CPEC was to facilitate greater economic interaction between China and Pakistan and connect Pakistan’s Gwadar port with the western Chinese provinces. However, the actual text of the agreement was not released
to the public. Subsequently, news reports and government publications have provided a broad outline of the CPEC.
The CPEC not only passes through Pakistan-occupied Kashmir, but it is also aimed at altering the balance of power in South Asia. Military considerations undergird the CPEC, and ports such as Gwadar will provide significant geostrategic advantages to China. Recently, Chinese submarines, naval ships and intelligence vessels have been making port calls in many parts of South and Southeast Asia. There are concerns that Gwadar port will be performing such a role with increased intensity in the near future.
